Police chief: 'It was just one incident'

Police chief says investigation into officer's use of Taser is continuing

Police Chief Richard Schellenberg says the chief received a complaint about an officer using Taser on a driver at a bus stop.

He says the incident appears to have occurred at the intersection of State St. and Union St. on Aug. 29.

He says the driver, who cannot be identified, told officers he was pulled over on the westbound side for running lights while looking at his cellphone. He said officers asked to see his driver's license.

Police say he complied but the officers proceeded to Tase him. Schellenberg says after the driver refused to give consent to release his Taser, the officer fired at least a dozen times, striking the man four times.

The driver was then placed on a stretcher after receiving first-aid treatment, police say.

Police say the driver declined medical treatment after being taken to Providence Valley Hospital for non-life threatening injuries.

Schellenberg says while officers used a Taser to subdue the man, they did so in an aggressive manner. He says he would like to see the same procedure in all cases, but he says this incident doesn't rise to the level of that.

Police are also looking at a series of photos taken by a witness.

A joint effort by the central bank and the IMF will provide the central bank with support to help Japan rebalance its economy towards a more stable and modernized domestic market, the president of the Bank of Japan has said.

"We can only support the economic activities which provide stability and provide jobs to our households, but we cannot oppose the economic activities which are necessary for Japan to maintain a stable economy," Fumio Kishida told a news conference this morning in Tokyo.

Fusion reports that Kishida said the government would seek more support from the central bank for monetary policy and its policies to manage financial risks, including the banks. "We'll need more support from the BOJ for the stability we need to implement more reforms on a national level and, in particular, on this critical sector," he said.

Japan's new fiscal policy is "very important. We need a broad-based stimulus with appropriate fiscal policy," Kishida said. Kishida said it was important to allow "tax and expenditure increases to be justified on an equal scale and not on the basis of a ratio of a single measure to a number of measures."

With interest rates on home mortgages now on course to record lows, Kishida said the country would need a broader range of fiscal tools and for economic growth to continue.

"We need a wider range of policies to be effective in raising growth," Kishida said.

Kishida made his remarks on the occasion of the 85th anniversary of the Bank of Japan. The annual celebration of the Bank's birth, which celebrates the end of the war with the United States in 1945, comes a week after Japan's lower house approved plans for the central bank to buy and sell government bonds for the first time in 40 years.


The government's policy-making process is now focused squarely on creating a market for domestic capital by selling the equity of state-owned firms and through a range of other government-owned firms, including pension funds.

A major issue, however, is whether Japanese companies will be able to raise money domestically after the BOJ, under pressure to boost investment, announced it would reduce the public debt ratio by 25 basis points on Jan. 1. The ratio will remain at around 70% unless government spending, which has been falling for years, is more robust.

It is not clear if the central bank's plan will lead to an increase in domestic demand – in fact, the BoJ is expecting domestic demand to remain stagnant to around 3% in 2014. But if it does, the BOJ says it will support a more competitive domestic market, which it says could encourag
